FREELANCERS!

Player Characters need doorways to get them into adventures. A good Game Master will get you there in any nunber of ways, but chances are he'll get you there through freelancing jobs.

The IPL hires freelancers to do jobs it doesn't have the time or manpower to do, or jobs it would rather not do. It may be jobs that IPL Admin says need to be done, but that the IPL Corps doesn't care about. Or maybe the IPL needs specific people with specific skills and abilities. Or maybe they just need cannon fodder to send into dangerous situation. Whatever the reason, there are always jobs for freelancers. Even newbies can land gigs, and if they perform well, they'll likely give them other gigs. In fact, freelancers are used so often that there is even a ranking system for them.

The IPL isn't the only entity that uses freelancers, however. Profit empires use them regularly, usually for one of two reasons: one, so the profit empires can make lots of money; and two, to send people they don't care about into deadly situations so the profit empires can make money.
